Landscapes are public environments in which different communities and individuals dwell and which matter to them in ways which are not always consistent. As such they are open to strong conflicts about what the future of landscapes ought to be and who has an entitlement to involvement in a decision about that future. How should such conflicts be resolved? One influential approach is that embodied in the practice of cost-benefit analysis: the strength of preferences for different landscapes is measured by (...) individuals' willingness to pay and the potential Pareto improvement efficiency criterion is employed as a rule of choice. This paper contends that this approach is flawed. It examines an economic valuation study of landscapes in the Yorkshire Dales. Drawing on interviews with farmers in the Dales and on in-depth discussion groups with respondents to other economic valuation studies, it argues that landscape conflicts involve issues of identity that cannot be captured in terms of preference satisfaction and conflicts of perceived rights which could not in principle be resolved by cost-benefit analysis. Since 1983, legislators and advocates have introduced Land Access Policy Incentives in twenty of the fifty United States. These bills share a demographic goal: to fund land rental or purchase for young and beginning farmers and ranchers. States’ efforts to facilitate land access are part of a global movement to support farmers’ entry into agriculture and to resist farmers’ increasing exclusion from land. We examine the policy creation processes of nine states to describe how coalitions and government leaders are translating (...) their values around land access barriers into policy tools whose political appeal is broad. The bills often pass unanimously, and enrollments are strong: about 2,000 young and beginning US farmers and ranchers will purchase or rent farms this year through a few states’ land access policy programs. We trace the themes from interviews with 66 of the bills’ authors and advocates, and their documentation and media coverage, to demonstrate the values that bipartisan coalitions enlist to construct successful bills and the compromises that make them politically feasible. The coalitions’ values turn on the threats of rising land costs, farm expansion or consolidation, and land conversion out of agriculture. As a group, the policies serve broadacre farming operations while leaving specialty crop farms largely unserved. Two states have endeavored to include all farmers of color among their policies’ beneficiaries. Our findings demonstrate tradeoffs of states’ current Land Access Policy Incentives and suggest next steps for research and advocacy to inform policy development to support next generation farming opportunities. In the past decade Mary Wollstonecraft has become an increasingly important figure in the history of political thought. However, relatively few interpretations of her work exist. This piece focuses on Wollstonecraft's least-read text, An Historical and Moral View of the Origin and Progress of the French Revolution; and the Effect It Has Produced in Europe . It provides a new interpretation of this work, one that stresses its relation to the Scottish Enlightenment. The argument is that Wollstonecraft's text can (...) be read as a novel move initiated from within the discourse of ‘manners’ that J.G.A. Pocock, especially, has shown to be key to understanding the period in general and the Scots in particular. Wollstonecraft challenged the central claim of the Scottish four-stage historical thesis that extant European manners marked the development of a higher level of moral and civic virtue. At the same time, however, she appropriated the Scots’ underlying notion of a civilizing process. By rewriting the history of manners from a perspective that denied their necessary connection to morals, Wollstonecraft sought to explain the French Revolution's violence as a predictable consequence of moral underdevelopment, while simultaneously defending the Revolution itself as a positive moment in the evolution of civilization based on intellectual progress. This attempt to shift the Scottish Enlightenment discursive paradigm of manners in the course of articulating a ‘moral view’ of the French Revolution, I argue, constitutes the view of history held by the most important early-modern feminist. This article is the first in-depth analysis of the direct intellectual engagement between one of America's most important Founding Fathers, John Adams, and the work of the leading modern feminist, Mary Wollstonecraft. It draws on the first complete transcription of Adams's marginalia in his copy of Wollstonecraft's French Revolution to argue that these two thinkers disagreed profoundly in their respective assessments of the watershed event of political modernity due to their divergent interpretations of the relationship between human nature, history, (...) and Revolutionary violence on the one hand, and the appropriate structure of political and social institutions on the other. John O'Neill explores the human passions as both the object of psychoanalysis and the creative principle of Freud's own discovery and practice of psychoanalysis. Love, hate, anger, jealousy, envy, knowledge, and ignorance: the passions dominate infancy, adolescence, and adulthood, marking them with narcissism, murder, seduction, and self-destruction. They are both the soul's theater and the soul of theater, art, literature, and music. Many modern conservatives and feminists trace the roots of their ideologies, respectively, to Edmund Burke and Mary Wollstonecraft, and a proper understanding of these two thinkers is therefore important as a framework for political debates today. According to Daniel O’Neill, Burke is misconstrued if viewed as mainly providing a warning about the dangers of attempting to turn utopian visions into political reality, while Wollstonecraft is far more than just a proponent of extending the public sphere rights of man to (...) include women. Rather, at the heart of their differences lies a dispute over democracy as a force tending toward savagery or toward civilization. Their debate over the meaning of the French Revolution is the place where these differences are elucidated, but the real key to understanding what this debate is about is its relation to the intellectual tradition of the Scottish Enlightenment, whose language of politics provided the discursive framework within and against which Burke and Wollstonecraft developed their own unique ideas about what was involved in the civilizing process. In Easeful Death: Is There a Case for Assisted Dying? Mary and Elisabeth Macdonald set out with exemplary clarity reasons for prohibiting or permitting physicians to “help” patients to die. Their arguments are cogent, illuminating, and in many ways convincing. Yet I find myself disagreeing with their conclusion that assisted dying should be made lawful, and will set out why.

There are questions about how ethics is best taught to undergraduate business students. There has been a proliferation in the number of stand-alone ethics courses for undergraduate students but research on the effectiveness of integrated versus stand-alone mode of delivery is inconclusive. Christensen et al. :347–368, 2007), in a comprehensive review of ethics, corporate social responsibility and sustainability education, investigated how ethics education has changed over the last 20 years, including the issue of integration of these topics into the core (...) course offerings. We use Brenner and Molander’s :57–71, 1977) situational ethics survey instrument to examine the effect of the mode of delivery of business ethics education on undergraduate student responses. We found a significant difference on mode of delivery. Studies have also found interesting results in respect of the effect of cultural differences and gender on the effectiveness of business ethics instruction. While not the primary focus of this study, we also looked at the influence of gender and culture on students’ responses. Our results indicate significant differences in respect of mode of delivery and culture. In contrast to other studies, we found that gender was not significant. We did test for any interactive effects of gender, culture and mode of delivery. However, no significant differences were found. (shrink)

Despite being written in 1941–1942, Long Day’s Journey into Night wasn’t released until 1956, two years after the author’s death. The Tyrone family is at the centre of the narrative, advancing the plot and creating further avenues for the characters to develop. The article explores the various aspects of the play that indicate that the Tyrones are a dysfunctional family. The critical analysis of the play and its various themes conclude that Tyrone in “Long Day’s Journey into Night” displays many (...) characteristics of a dysfunctional family while certain behavioural patterns of each one of the family are enough to show that the family is dysfunctional. The article presents a critical analysis of Eugene O’Neill’s Long Day’s Journey into Night. Various modes of reading were employed, including thematic analysis, close reading of the text, and a deconstructive reading of the play. These methods support the exploration of how the Tyrones are depicted as a dysfunctional family. James and Mary’s children, Edmund and Jamie, are central to the drama. Edmund is suffering from tuberculosis, while Mary struggles with a morphine addiction. The play is set at the Tyrones' Monte Cristo Cottage in seaside Connecticut, on a single day in August 1912, from roughly 8:30 a.m. until 12:00 a.m. The Tyrones are painted in a highly negative light as a dysfunctional family, as the parents and sons accuse, lash out, and harbor grudges against one another and in various situations. They possess traits that encourage pitiful and futile endeavours as well as strong desires for their circumstances to improve. (shrink)

Kant's ethics, like others, has unavoidable anthropocentric starting points: only humans, or other 'rational natures', can hold obligations. Seemingly this should not make speciesist conclusions unavoidable: might not rational natures have obligations to the non-rational? However, Kant's argument for the unconditional value of rational natures cannot readily be extended to show that all non-human animals have unconditional value, or rights. Nevertheless Kant's speciesism is not thoroughgoing. He does not view non-rational animals as mere items for use. He allows for indirect (...) duties 'with regard to' them which afford welfare but not rights, and can allow for indirect duties 'with regard to' abstract and dispersed aspects of nature, such as biodiversity, species and habitats. In this reply to van de Poel’s (Philosophy & Technology, 35(3), 82, 2022) commentary on O’Neill (Philosophy & Technology, 35(79), 2022), I discuss two worries about the general contextual integrity approach to evaluating technological change. First, I address van de Poel’s concern that the general contextual integrity approach will not supply the right guidance in cases where morally problematic technological change poses no threat to contextual integrity. Why has autonomy been a leading idea in philosophical writing on bioethics, and why has trust been marginal? In this important book, Onora O'Neill suggests that the conceptions of individual autonomy so widely relied on in bioethics are philosophically and ethically inadequate, and that they undermine rather than support relations of trust. Two centuries after they were published, Kant's ethical writings are as much admired and imitated as they have ever been, yet serious and long-standing accusations of internal incoherence remain unresolved. Onora O'Neill traces the alleged incoherences to attempt to assimilate Kant's ethical writings to modern conceptions of rationality, action and rights. When the temptation to assimilate is resisted, a strikingly different and more cohesive account of reason and morality emerges. Kant offers a `constructivist' vindication of reason and a moral (...) vision in which obligations are prior to rights and in which justice and virtue are linked. O'Neill begins by reconsidering Kant's conceptions of philosophical method, reason, freedom, automony and action. She then moves on to the more familiar terrain of interpretation of the Categorical Imperative, while in the last section she emphasises differences between Kant's ethics and recent 'Kantian' ethics, including the work of John Rawls and other contemporary liberal political philosophers. Accounts of international or global justice often focus primarily on the rights or goods to be enjoyed by all human beings, rather than on the obligations that will realise and secure those rights and goods, or on the agents and agencies for whose action obligations of justice are to be prescriptive. In the background of these approaches to international or global justice there are often implicit assumptions that the primary agents of justice are states, and that all other agents and (...) agencies are secondary agents of justice, whose main contribution to justice will be achieved by conforming to the just requirements of states. This background picture runs into difficulties when states are either unjust or weak. The problems posed by unjust states have been widely noted, but the distinctive problems weak states create are less commonly discussed. In this paper I shall consider some reasons for and against viewing states as primary agents of justice, and will focus in particular on the importance of recognising the contribution to justice that other agents and agencies can make when states are weak. This essay is concerned with the question of what kind of economic system would be needed in order to realize Rawls’s principles of social justice. Hitherto, debates about ‘property-owning democracy’ and ‘liberal socialism’ have been overly schematic, in various respects, and have therefore missed some of the most important issues regarding the relationships between social justice and economic institutions and systems. What is at stake between broadly capitalist or socialist economic systems is not in fact a simple choice in a (...) single dimension, but rather a range of choices across a range of different dimensions. This essay, then, has a dual objective: first, it aims to provide a richer account of this normative territory, while showing how issues of economic democracy, decommodification and the limits of markets, and the role of democratic economic planning, all raise questions of justice that are not well captured by focusing only on questions of ownership. Second, it aims to show how the case for democratic socialism can be developed from Rawlsian foundations, in a way that is sensitive to the normative affinities between Rawlsian liberal egalitarianism and democratic socialism, and which attends carefully to the different kinds of institutional elements which a stable, just, and democratic society would require. Taking these aims together, the hope is that we can move onward to a richer debate about the ways in which the realization of democratic socialist institutions may be seen as a requirement of social justice. One of the paradoxes of recent political and economic theory is that, in spite of a period of extended economic difficulty, there has been a growing consensus concerning the virtues of the market economy. In particular, there has been a trend in socialist theory to argue that not only are socialism and the market not incompatible, but that some version of market socialism is the only feasible, practicable, and ethically and politically desirable form of socialism. Notable proponents of this view (...) with whom this paper will be particularly concerned are Selucky, Nove and Hodgson. I will not, in this paper, address the question of whether the market and socialism are necessarily incompatible. Neither will I examine the whole gamut of political and ethical issues surrounding the relation of the market to democracy, freedom, individual rights, and so on – not because they are unimportant, but because they require more extended attention than I could give here. My concern will rather be with some of the economic arguments to which defenders of market socialism have appealed. (shrink)

In a recent article, ?Marxism and Radical Democracy?,1 Femia argues that Marxism is incompatible with radical democracy. In so doing he specifically reiterates2 a now common claim that the notion of scientific socialism defended by Marx and Engels and prevalent in the Second International is anti?democratic. This claim has not only been made by critics of Marxism.3 It has been a major criticism of classical Marxism within the Western Marxist tradition, in particular? in the work of the Frankfurt School.4 It (...) is one of the main reasons why the classical Marxism of Engels and the Second International has been rejected as positivist and vulgar: no modern sophisticated Marxist admits to either positivism or vulgarity. In this paper I examine and reject Femia's arguments for the claim that the notion of scientific socialism is undemocratic. I argue that the orthodox view of Marxism as a scientific theory is compatible with democracy, and indeed encourages a democratic understanding of socialism. A thoroughly vulgar Marxism is thoroughly democratic. (shrink)

Many would argue that since Kant's day, the study of the starry heavens has advanced while ethics has stagnated, and in particular that Kant's ethics offers an empty formalism that tells us nothing about how we should live. In Acting on Principle Onora O'Neill shows that Kantian ethics has practical as well as philosophical importance. BackgroundDecision-making in initiating life-sustaining health technology is complex and often conducted at time-critical junctures in clinical care. Many of these decisions have profound, often irreversible, consequences for the child and family, as well as potential benefits for functioning, health and quality of life. Yet little is known about what influences these decisions. A systematic review of reasoning identified the range of reasons clinicians give in the literature when initiating technology dependence in a child, and as a result helps determine the (...) range of influences on these decisions.MethodsMedline, EMBASE, CINAHL, PsychINFO, Web of Science, ASSIA and Global Health Library databases were searched to identify all reasons given for the initiation of technology dependence in a child. Each reason was coded as a broad and narrow reason type, and whether it supported or rejected technology dependence.Results53 relevant papers were retained from 1604 publications, containing 116 broad reason types and 383 narrow reason types. These were grouped into broad thematic categories: clinical factors, quality of life factors, moral imperatives and duty and personal values; and whether they supported, rejected or described the initiation of technology dependence. The majority were conceptual or discussion papers, less than a third were empirical studies. Most discussed neonates and focused on end-of-life care.ConclusionsThere is a lack of empirical studies on this topic, scant knowledge about the experience of older children and their families in particular; and little written on choices made outside ‘end-of-life’ care. This review provides a sound basis for empirical research into the important influences on a child’s potential technology dependence. (shrink)

Knowledge aims to fit the world, and action to change it. In this collection of essays, Onora O'Neill explores the relationship between these concepts and shows that principles are not enough for ethical thought or action: we also need to understand how practical judgement identifies ways of enacting them and of changing the way things are. Both ethical and technical judgement are supported, she contends, by bringing to bear multiple considerations, ranging from ethical principles to real-world constraints, and while (...) we will never find practical algorithms - let alone ethical algorithms - that resolve moral and political issues, good practical judgement can bring abstract principles to bear in situations that call for action. Those who deny that general principles are important for moral deliberation have mostly misunderstood how principles work. Principles do not give us algorithms for living. They identify broad requirements we must live up to, but they do not actually tell us what to do. We are left instead to craft responses that honor our general commitments using the materials of the case at hand.

Communication is complicated, and so is the ethics of communication. We communicate about innumerable topics, to varied audiences, using a gamut of technologies. The ethics of communication, therefore, has to address a wide range of technical, ethical and epistemic requirements. In this book, Onora O'Neill shows how digital technologies have made communication more demanding: they can support communication with huge numbers of distant and dispersed recipients; they can amplify or suppress selected content; and they can target or ignore selected (...) audiences. Often this is done anonymously, making it harder for readers and listeners, viewers and browsers, to assess which claims are true or false, reliable or misleading, flaky or fake. So how can we empower users to assess and evaluate digital communication, so that they can tell which standards it meets and which it flouts? That is the challenge which this book explores. (shrink)

Cameras, microphones, and other sensors continue to proliferate in the world around us. I offer a new metaphor for conceptualizing these technologies: they are _digital wormholes_, transmitting representations of human persons between disparate points in space–time. We frequently cannot tell when they are operational, what kinds of data they are collecting, where the data may reappear in the future, and how the data can be used against us. The wormhole metaphor makes the mysteriousness of digital sensors salient: digital sensors have (...) brought us to a strange place. If humans are to be capable of making sensible decisions while under observation by digital sensors, we must improve the epistemic position of potential sensor subjects. (shrink)

For the Enlightenment, science represented an ideal of rational argument, behaviour and community against which could be judged the arbitrary power and authority of other spheres of human practice. This Enlightenment ideal runs through much liberal and socialist theory. However, the Enlightenment picture of science has appeared to many to be increasingly uncompelling. What explains the apparent decline of the Enlightenment vision? This book explores one neglected answer originally proposed by Husserl, that its decline is rooted in formalism, in the (...) view that all there is to theoretical science is the construction and mastery of formal systems. O'Neill demonstrates formalist accounts of mathematics and natural science to be inadequate, and then considers and rejects Husserl's views on the origin of the formalization of the sciences. The book concludes by arguing that the rise of a formalist view of the sciences is founded in the professionalization of modern science, and discusses the significance of this professionalization for the fate of the Enlightenment view of science. Worlds Without Content: Against Formalism tackles an important set of issues which have been neglected in recent philosophy of science, and in so doing highlights themes in Husserl's later works which have been ignored by most commentators. Legalisation of assisted suicide presents a dilemma for society. This arises because of a lack of consensus regarding the precedence to be accorded freedom of choice versus the inviolability of human life. A combination of factors has served to throw this dilemma into sharper focus in recent times. ABSTRACT It is widely supposed by both its proponents and critics that communitarianism is committed to the defence of lies of nationhood: the nation forms a surviving communal attachment in a world in which the individual is otherwise denuded of ties of community. I argue in this paper that this assumption is mistaken. It depends on a romantic image of the nation which was constructed in the eighteenth and nineteenth centuries. That image hides the recent historical origins of the nation (...) and its foundation in the suppression of older allegiances or their later privatisation; it continues to disguise the illusory nature of the national community. The nation is not a surviving pre‐modern community to which individuals are attached as a bulwark against the impersonality of public life in modern society. Rather the nation is one of the main vehicles for the construction of the modern unencumbered self. Communitarians need not be committed to the defence of the specifically modem forms of public irrationality and immorality that nationalism embodies. (shrink)
